Because Ws and Ls matter. Winning and losing games should be and is a first-class concept evaluating résumés for the tournament. And I have absolutely no problem excluding schools that have really good efficiency numbers but losing records (i.e. Ohio State this year).

By the same token, there's no penalty in efficiency numbers for scheduling weak teams, and between winning a game and losing a game with the exact same efficiency profile, the former is better unless the committee is taking note of and punishing weak scheduling. Which they at least did a little...
