Are they including ESPN+ as national television games? Looks like they are.
They aren't. The 13 games they are counting are games locked for ESPN2/U, CBSSN and NBCSN. Thats for the whole season. There's a few more games listed for NBC Universal which could be national too, and right now there's no EPSN+ games listed yet.

On the graphic they listed Mason twice and both are on ESPN+ I thought they might be including the entire season but the wording is confusing.

Far more homes have internet vs cable, and that gap grows every day. This season well below half of US homes will be paying for cable. Vast majority have internet. CBSSN and NBCSN are pretty obscure anyway, and will probably eventually disappear.

If you like VCU basketball, isn’t every VCU game (or almost) available on ESPN+???

It means that fewer will be buying tickets and lots of empty seats.

NBCSN will cease to exist at the end of 2021. Much of the content will shift to USA Network and other properties under the NBC Universal umbrella.

CBSSN, NBCSN, ESPN networks and NBC Universal. ESPN+ was not included in that number. All games that are not CBSSN or NBCSN/Universal will be available on ESPN+/WatchESPN.
Any idea what channel the NBC Universal games will be on after NBCSN is eliminated?
