It is the first and most important hurdle NCAA athletics had to clear. States are opening up more and more each week. It's still a long time until November before the actual basketball season starts. Clearing this hurdle at least lets the teams start on campus workouts and summer conditioning/weight training, which is extremely important to VCU's team being as young as they are.
Actually that's not accurate. There are a few things that could stop them. Right now all that means is the NCAA is not barring the workouts. Which carries the same weight of your employer stating its okay to return to work.
Its complicated and VCU is in the city of Richmond which last I checked Stoney hasn't decided whether Richmond enters Phase 1 on May 29.
