No, that's a common misunderstanding. There is a "fair use" provision...but that is solely for specific educational/non-profit purposes...otherwise local commercials would be FULL of pop/classic music.
Now, to have the Peppas play it?? That's different provided they buy the sheet music through normal channels...that's a simple licensing thing.
