A new $87.5 million Convocation Center is part of James Madison University's six year capital outlay plan, released Friday at the Board of Visitors meeting. JMU would seek to pay off the new arena by issuing bonds. The proposed budget would have to be approved by the state general assembly. The project is the only new construction listed among 11 proposed projects for 2014. The total plan includes 34 items as part of a six-year plan.
